Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the presentation of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been contained. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: a renewed assault of rocket attacks on Kyiv.
The Rhythm of Peace Talks and Military Action
The succession of opposing developments captured the harsh reality of the current period. By day, negotiation efforts are fought: optimistic declarations are released from different nations. Significant resources is expended on containing specific proposals. By night, the Kremlin clearly shows the world that, for them, war remains the primary tool for achieving "resolution".
Nighttime Reality
As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is capable of detecting missile launches from Russian territory, a capacity enabled by up-to-date information. From observation points, military aircraft that had been scrambled to intercept incoming aerial threats streaked across the sky – modern combat jets provided to Ukraine by European allies.
Soon thereafter, Kyiv's air-defence systems activated: several firings fired to intercept a hostile projectile. This was a modern interception technology at work, presumably provided by partner states. Every deployment shakes the surroundings, rattling buildings. The moment of terror quickly becomes grim resignation: possibly the hostile projectile won't hit its mark this time, preventing destruction from catastrophe and further power outages.
Ongoing Risks
Soon after, a large-caliber weapon fired at a drone somewhere nearby, part of a defensive team – probably allied-provided weaponry. Unfortunately, the projectiles didn't strike the hostile drone – it maintained course toward its target.
Intermittently, this carried on until dawn. Kyiv faced the daybreak reports: seven people killed, destruction and heating outages in many homes as a result of the night's assault. As typically, everyone still maintained normal activities – enduring hostilities. But those entire period illustrated Ukraine's vital need on external assistance – a dependence that European nations are demonstrably unable to fill in the short term.
Ineffective Peace Efforts
The 28-point plan from Washington provoked deep reactions, debate and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.
Every new proposal from US leadership follows the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually achieve victory. This trend will, certainly, continue.
Tactical Assessments
It is tempting to accuse specific actors of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. American leadership operates on a principle familiar among experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration assumes that it is unfeasible to compel Moscow to abandon the territory that it presently holds in Ukraine's south or east.
The challenge is that while accepting these circumstances, American administration does minimal to prevent Kremlin actions, through diplomacy or military means, from believing that the current condition will not change more in its advantage in the near future.
Opposing Positions
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their reason to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's leader remains completely certain in the result.
On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding lives and land but averting a complete military breakdown until situations evolve in its benefit.
Present Conditions
Objectively, there are no genuine requirements for a armistice. Now, individual motivations are becoming relevant: leadership ambitions to negotiate peace and secure international recognition, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unworkable, so that their priority does not switch to internal issues. And although their mission will now be significantly challenging after current events, it remains very improbable that this will modify their basic position.
These conflicting dynamics are influencing discussions.
Conclusion and Outlook
It took a only one week to terminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, current information leaks, all served their function.
While new plans based on previous concepts are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and demonstrate certain reluctance to alter the situation, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, mainly require continued Western support.
